Ofrona Reid, MD
Interim President & CEO
Dr. Reid came to Syracuse Community Health in December of 2021. Formerly he served as the chief medical officer and senior vice president of Oneida Health, and dually as the president of Oneida Medical Services, a multispecialty group affiliated with Oneida Health. Dr. Reid received his undergraduate degree from Manhattan College and then attended Ross University School of Medicine, where he received his Doctor of Medicine degree. Following medical school, he completed a residency in Internal Medicine at Seton Hall University. A life-long learner, Dr. Reid also holds an MBA from Cornell University and an MS degree in Health Care Leadership from the Weill Cornell Graduate School of Medical Sciences. Dr. Reid regularly sees patients in addition to his duties as Interim President & CEO.
Chima Chionuma, MD, FAAP
Chief of Pediatrics
Dr. Chionuma has served as chief of pediatrics for Syracuse Community Health since 2007. Originally from Nigeria, she graduated from the College of Medicine at the University of Lagos. Dr. Chionuma was then accepted into the pediatric residency program at Upstate Medical University, graduating in 1992. Dr. Chionuma is a Diplomate of the American Board of Pediatrics, and has served as a clinical assistant professor in the Department of Pediatrics at Upstate Medical University since 2006.

Frankie Quarles, DO
Chief of Obstetrics and Gynecology
Dr. Quarles has served as chief of obstetrics and gynecology at Syracuse Community Health since 2012. He received his Bachelor of Arts degree in biology and psychology from Queens College of the City University of New York. He then attended the New York College of Osteopathic Medicine of New York, graduating with a Doctor of Osteopathy degree in 1989. Dr. Quarles completed his residency in obstetrics and gynecology in 1994, serving as chief resident in his final year. He has been associated with Syracuse Community Health since 1994, serving in several capacities, including interim chief medical officer in 2021. Dr. Quarles additionally holds a Master’s degree in Business Administration.
Harold A. Horowitz, DPM
Chief of Podiatry
Dr. Horowitz came to Syracuse Community Health in 1997 as an associate podiatrist. He received his undergraduate degree in biochemistry from the State University of New York at Stony Brook, where he was admitted to the Alpha Epsilon Delta Pre-Med Honor Society. Dr. Horowitz earned his Doctor of Podiatric Medicine from the Pennsylvania College of Podiatry and then completed his residency at the Neumann Medical Center of Temple University Health System.
